This was a referendum to authorize the upgrade of Kusama Relay Chain and System Chains to the Runtimes 1.7.0 release. This ref is superseeded by Ref #584 which upgrades to 1.7.1 instead.
As a consequence I removed the preimage behind this referenda so it will fail either way.
