You dont want to call forceRemove.

You want to call one of:

pub fn deregister(origin: OriginFor<T>, id: ParaId) -> DispatchResult {

or

pub fn force_remove_lock(origin: OriginFor<T>, para: ParaId) -> DispatchResult {

We just want to replace head and wasm with polkadot-v0.9.11 version

is force_register might be better with 2013-polkadot-v0.9.11.wasm and 2013-polkadot-v0.9.11.genesis ?
